Kinshasa 24-27 May 2011

On 24-27 May 2011 over a hundred activists met in Kinshasa for the PWYP Africa regional meeting. Representatives came from over 30 African countries, as well as from Europe, North and South America. This was PWYP’s 5th Africa Regional Meeting and its broad aim was to define the strategic orientation of the African campaign over the forthcoming years.

This future orientation was divided into specific issues (contract transparency; transparency to accountability; protection mechanism etc..) Working groups were established for each of these topics and tasked with drafting a strategic paper and identifying a set of concrete targeted actions. These, following discussion in the allocated session, were to be validated in specific sessions during the conference.

Towards Kinshasa

The organization of the ARM is a collective effort by all PWYP African coalitions to define the strategic orientation of the campaign in Africa in the forthcoming years. Each coalition is participating in the preparation of the strategic documents to be submitted for validation during the meeting. Six thematic Working Groups are being established to draft strategic guidelines based on the on-going debates and reflections within the African campaign and with partners and other stakeholders.

The WGs are focusing on the following themes:

  • Financial transparency of extractive industries , with a particular emphasis on regulatory, policy and multi-stakeholders (EITI) mechanisms;
  • Contracts transparency;
  • From transparency to accountability;
  • Protection policy for PWYP campaigners;
  • Governance and management of PWYP coalitions and the regional campaign;
  • Financial sustainability and relations with partners.
The mandate of each WG includes the identification of a set of concrete targeted actions that can be validated and/or launched in Kinshasa and implemented as a follow-up strategy. Finally, the WGs are responsible for designing and organizing the specific thematic sessions within the ARM in Kinshasa. Each thematic session will be divided into two parts: a panel with key persons from within the campaign and from partners, for an up-to-date perspective on the specific theme; and a second part to validate the document produced by the WG.
