EITI in Azerbaijan - July statement

The stagnation, which is observed with the implementation of EITI in Azerbaijan, started making EITI Coalition anxious. Although there is a dialogue between MSG parties, long-lasting debates, delays in decision-making processes consequently took to the background the quality changes of the implementation of EITI in Azerbaijan and made this process imitative. Thus, there is no progress with the revision of the Memorandum of Understanding between parties regulating the EITI implementation in Azerbaijan. Just to note that this document was signed in 2004, and in 2010 when the Multi-Stakeholder Group was established, the need for its revision was arisen.

Another noteworthy point is the fact that one year passed from the decision on making Production Sharing Agreements public, and posting them at www.eiti.az web-page, this clause was not implemented yet.

Besides mentioned, EITI Coalition would like to draw attention to below issues related to implementation of EITI in Azerbaijan and requests for support from the interested parties in their solution.

EITI reporting companies do not pass audit.

Although, being required by new rules, the companies providing EITI reporting do not pass audit inspection in full yet. This shows that they are weakly confident with submitted by them information. EITI Coalition demands the companies providing EITI reports to audit their activities in conformity with new rules.

Although, being required by new rules, the government agencies providing EITI reports do not pass audit inspection in full yet. And this shows that they are weakly confident with submitted by them information. EITI Coalition demands taking urgent measures by the Multi-Stakeholder Group in this regard.

Finally, EITI Coalition does hope that extractive companies in Azerbaijan will soon end their discussions on transition to individual reporting with a positive decision and disclose their individual reports like other EITI countries.

EITI Coalition draws once again the existing problems with EITI implementation in Azerbaijan to the attention of the local and international communities and requests support from them. Meantime, EITI Coalition calls its partners in Azerbaijan to discuss the problems raised by the civil society and solve them urgently.
