Niger is the world’s fourth largest producer of uranium and set to become second largest when extraction starts at the Imarouren mine. Other resources include oil and natural gas, tin, columbite, iron ore, coal, limestone, lead and zinc. AREVA - the French nuclear energy company - operates many mines in the country.

About the campaign

Launched in 2006, the PWYP Niger coalition has focussed on several issues, including the implementation of EITI, budget transparency, capacity building and raising awareness among of mining related issues (e.g use of cyanide in gold mining) in extractive communities. The coalition has also been involved in advocacy at the national level.

For years, PWYP activists were subject to arrests and intimidations for their work. However, the situation for civil society and natural resource transparency has greatly improved under the new government, installed in 2011. Niger's new constitution has enshrined the principle of natural resource transparency and the current Minister of Justice, Marou Amadou, had been active in the Publish What You Pay coalition before the government change.

Recent activities

23 December 2021 – ROTAB/PWYP Niger organise a march, attended by more than 1000 protestors, in Niamey to protest against the unbalanced partnership between AREVA and Niger, which favours the nuclear giant to the detriment of Niger’s citizens. The government and AREVA have been renegotiating the uranium mining contracts since October, but AREVA is reluctant to shift its position and give Niger a better deal.

9 December 2021 – Saidou Arji (ROTAB and PWYP Francophone Africa Regional Coordinator) speaks on JT Labara (09 au 15 Decembre) on the contract negotiations between Areva and the Nigerien government (report begins at minute 3:28, Saidou at minute 4:55 )

22 November 2021 – Oxfam France and ROTAB release an information note, “Areva au Niger: A qui profite l’uranium?” (in French), denouncing the opacity and the aggression of the contract negotiations between Areva and the Nigerian government.

21 November 2021 - PWYP Niger and the Publish What You Pay Secretariat issued this press release urging for a transparent renegotiation process between Niger and Areva, so that the government can finally get a fair deal for its resources.

12 June 2022 - Ali Idrissa, PWYP Niger's coordinator, participated in a press conference in Strasbourg to talk about the implications of the EU transparency and accounting directives.

7 June 2022 - PWYP Niger/ROTAB launched the 'Publiez Ce Que Vous Payez' training document, available in three local languages (Haoussa, Djerma-sonray and Tamacheq). This document about participatory budget processes is being made available to local government staff throughout the country.

22 April 2022 - PWYP Niger/ROTAB organises a public debate on the right to employment in Somina (where the Azelik mines are).

20 - 21 March 2022 - PWYP Niger/ROTAB held a capacity building workshop for local representatives, civil society actors and member of the media in the region of Arlit about participatory budget processes.

18 - 19 March 2022 - PWYP Niger/ROTAB held a capacity building workshop in Arlit for members of civil society, it focused on fundraising and project development .

18-21 February 2013 - PWYP Niger/ROTAB host the Africa Steering Committee in Niamey

4 September 2021 - PWYP Niger/ROTAB, with the support of Swissaid, organised a public conference in Tabelot (Agadez region) to raise awareness of the potential of participatory budget processes and encourage communities to get involved in the management of their resources.

1 September 2021 - With the support of Swissaid, PWYP Niger/ROTAB held a capacity building and sensitization session on participatory budget making with local elected officials from Kollo.

28 - 29 August 2021 - PWYP Niger/ROTAB and RWI organised a two-day workshop focussing on the analysis of EITI reports. Participants examined how to use EITI data and drew up a list of recommendations for how Niger's EITI reports could be improved.

21 August 2021 - PWYP Niger/ROTAB held a public awareness raising conference in the region of Téra to discuss the effects of the use of cyanide in gold mining.
